Jagtar grew up in various places throughout India, from Kulu, Himachal Pardesh to Moga, Punjab. His father was a Thaseeldar (administrator and judicial head of county). As a result of his father's prestigious position, the family was blessed with a privileged upbringing. Every few years they moved to a new county in a different part of India as a result of his father's work. Jagtar was always a favourite of his father's colleagues and staff. As a child, Jagtar was very cautious, calculated, well behaved, organized, and clean, which was a very sharp contrast to his younger brother, who was opposite to him in every way. The one time Jagtar go in trouble from his mother was when he took money from her to purchase matches so he could watch the flame and blow them out. Jagtar is and always was the most favourite grandson, nephew, and cousin to his family.
